Pakistan set to register 38 exporters with Amazon



The Ministry of Commerce has shared an initial list of 38 exporters for registration with the international e-commerce giant Amazon in a bid to boost the country’s trade and exports. 
As per reports published by local media houses, the initial list includes 38 exporters belonging to the sports and surgical goods and home textile sectors. 
According to the Adviser to Prime Minister on Commerce and Investment Abdul Razak Dawood, more exporters from other sectors are expected to be on boarded once a successful trial is completed with the initial shortlisted companies. 
With the spread of the Covid 19 pandemic while several sectors have taken a hit the e commerce sector has been able to capitalise on new opportunities created by more people choosing to stay at home and using digital means to carry out their day to day activities.
Now the government wants to test e commerce’ effectiveness in boosting cross-border trade.
As per the reports, the central bank has developed a regulatory framework for the facilitation of cross-border Business to Consumer (B2C) e commerce. The framework will be adopted after the completion of its integration with the Federal Board of Revenues (FBR) e-commerce module. 
Additionally the Securities and Exchange Commission of Pakistan (SECP) has announced the introduction of a separate sectoral classification for e commerce and various other initiatives to promote e commerce in the country.

We sold 2011 World Cup final to India: Sri Lankan minister



Sri Lanka sold the 2011 World Cup final to India the country's former sports minister said on Thursday reviving one of cricket's most explosive match fixing controversies.
Mahindananda Aluthgamage, who was sports minister at the time, is the second senior figure to allege the final was fixed, after 1996 World Cup winning skipper Arjuna Ranatunga.
I tell you today that we sold the 2011 World Cup finals Aluthgamage told Sirasa TV. Even when I was sports minister I believed this.
Aluthgamage, sports minister from 2010 to 2015 and now state minister for renewable energy and power, said he did not want to disclose the plot at the time.
In 2011, we were to win, but we sold the match. I feel I can talk about it now. I am not connecting players, but some sections were involved, he said.
Former Sri Lankan cricketers Kumar Sangakkara and Mahela Jayawardene took to Twitter, to respond to the shocking claims made by the ex sports minister.
Sri Lanka lost the match at Mumbai's Wankhede stadium by six wickets. Indian players have strongly denied any wrongdoing.
Ranatunga, who was at the stadium as a commentator, has previously called for an investigation into the defeat.
When we lost, I was distressed and I had a doubt, he said in July 2017. We must investigate what happened to Sri Lanka at the 2011 World Cup final.
I cannot reveal everything now, but one day I will. There must be an inquiry, added Ranatunga, who said players could not hide the dirt.
Sri Lanka batted first and scored 274-6 off 50 overs. They appeared in a commanding position when Indian superstar Sachin Tendulkar was out for 18.

But India turned the game dramatically, thanks partly to poor fielding and bowling by Sri Lanka, who were led by Kumar Sangakkara.
Sri Lankan cricket has regularly been involved in corruption controversies, including claims of match fixing ahead of a 2018 Test against England.
Earlier this month, the Sri Lankan cricket board said the International Cricket Council was investigating three unnamed former players over alleged corruption.
Sri Lanka introduced tough penalties for match fixing and tightened sports betting restrictions in November in a bid to stamp out graft.
Another former sports minister, Harin Fernando, has said Sri Lankan cricket was riddled with graft from top to bottom, and that the ICC considered Sri Lanka one of the world's most corrupt nations.
Former Sri Lankan fast bowler Dilhara Lokuhettige was suspended in 2018 for corruption relating to a limited overs league.
He was the third Sri Lankan charged under the ICC anti corruption code, following former captain and ex chief selector Sanath Jayasuriya, and former paceman Nuwan Zoysa.
Jayasuriya was found guilty of failing to cooperate with a match fixing probe and banned for two years. Zoysa was suspended for match fixing.

Regional Tax Office gives 3-year salary in reward



In the midst of a steep shortfall in tax revenues and a severe fiscal crisis that forced the government to freeze salaries of its employees, a tax field formation has given up to three year salaries to a handful of officers as performance reward.

The irregular action, which is in violation of instructions of the Prime Minister’s Office, forced the Federal Board of Revenue (FBR) on Monday to stop disbursement of the performance reward with immediate effect to thousands of employees.
The department has taken action and an inquiry under the efficiency and disciplinary rules will begin only after exhausting laid-down procedures, said FBR Chairperson Nausheen Javed.

All bills for reward and honoraria may be stopped for the issuance of cheques till the directives of the board, said the official instructions issued on Monday.

The irregular action of a grade 21 officer, whose beneficiaries are about five dozen officers, has, for now, deprived about 22,000/- employees of the FBR of the annual performance reward. The annual performance reward is given for good performance.

The official record showed that a Karachi field formation gave up to 36 month salary in reward without following laid down procedures. The chief commissioner went on to disburse Rs 21.2 million to his favourites, though the Corporate Regional Tax Office (RTO) showed only 7% improvement in tax collection over the previous year.

From July through April this year, the Corporate RTO Karachi collected Rs 116 billon, higher by only Rs 8 billion or 7% as compared to the same period of last year.

Sanction is hereby accorded for not exceeding Rs 21.2 million payable to grade 01 to 19 of Inland Revenue, Corporate-Regional Tax Office, Karachi under the head of incentives, award and allied, said the order issued by Dr Aftab Imam on May 5, the then chief commissioner Inland Revenue, FBR.
A grade 19 additional commissioner was given Rs 2.6 million performance reward, which was equal to his 36 month basic salary. A deputy commissioner-level officer was given Rs 2.8 million, equal to his three year basic salary, showed the FBR documents.

After getting information about the alleged irregularity, the FBR gave orders for digging out the truth on June 1 and then sought explanation from the chief commissioner on June 8. The irregularity has been committed at a time when the FBR faces a record revenue shortfall of Rs 1.7 trillion against its original target of Rs 5.555 trillion.

However, the FBR chairperson believes that the revenue board performed exceptionally well by achieving 27% growth in domestic taxes before the Covid-19 turned things topsy-turvy. Owing to severe fiscal constraints and the International Monetary Fund’s (IMF) pressure, the government did not increase salaries of civilian employees and military personnel. Yet, there were elements in the FBR who dared to challenge instructions of the PM Office.

The competent authority has directed that no sanctioned/unsanctioned amount of cash reward, honoraria may be disbursed by the field formations of FBR, the IRS and PCS, said the instructions issued by the FBR headquarters to all field formations on Monday.
Now, the Accountant General of Pakistan Revenue has written letters to eight officers for the recovery of undue reward.

It was not an isolated incident as some other field offices also sanctioned more than six performance rewards against instructions of giving only up to six rewards. Another RTO sought permission from the member Inland Revenue Operations to give 36 rewards but the request was turned down.

On June 1, the FBR headquarters wrote a letter to Corporate-RTO Karachi Chief Commissioner Sajidullah Siddiqui and asked him to investigate whether the Rs 21.2 million reward given by his predecessor was justified in accordance with the Reward Rules of 2016. The FBR headquarters also gave directives for finding out whether any reward sanctioning committee was constituted and performance of officers was reviewed before disbursing the money.

In his findings, Siddiqui conveyed that the board’s instructions for distributing reward were not followed. Also, no reward sanctioning committee was constituted and no criteria were adopted for disbursing the reward to the officers and officials.
On June 8, FBR Member Administration Faiz Elahi Memon sought explanation from the previous chief commissioner about ignoring the FBR’s instructions while disbursing the money. The reply had been sought within seven days, which was not received till Monday evening.

In May 2018, the federal cabinet had reviewed the mechanism for the grant of performance allowance and honorariums to employees of the federal government with approval of the Economic Coordination Committee (ECC) chairman.
The cabinet directed that a “policy for the grant of honorarium may be presented to the new elected government for approval”.

Instead of placing the requisite policy before the federal cabinet, the Ministry of Finance last year reverted to the previous practice of allowing honorarium to the employees of different ministries, divisions and departments with approval of the ECC chairman, according to prime minister secretary’s correspondence with the finance ministry.

The prime minister has been pleased to direct that the Finance Division shall, in compliance with the cabinet’s decision, immediately place a draft policy before the federal cabinet, said PM Secretary Azam Khan’s instructions to the ministry.

No cash rewards for employees in FY21, FBR says



The Federal Board of Revenue (FBR) has changed its plan of giving cash reward-honoraria to its employees. 
This was informed by the FBR in a letter to all field formations, Inland Revenue Service-Pakistan Customs Service (IRS-PCS).
The competent authority has directed that no sanctioned-unsanctioned amount of cash reward-honoraria be disbursed by any field formations of FBR (IRS & PCS),the letter stated. 
Earlier, the FBR had communicated that in order to give meritorious reward to the officials in BS 1-19, their performance would be categorised on a solid basis in three categories; A, B & C. 
Officials said that the tax department usually sanctions around Rs500 million cash reward to more than 20,000 employees every year, but no reward was given this time due to the “unsatisfactory performance” of the tax collectors.  
FBR is likely to collect around Rs3.908 trillion tax in this fiscal year, as against the original target of Rs5.55 trillion. 
On the other hand, sources said, FBR was also taking into account the fact the finance ministry did not award any honoraria to its employees, including those who prepared the budget.
Sources said that FBR had withdrawn the cash reward for field formations once the pressure had increased.

سرکاری ملازمین کی تنخواہوں اور پنشن میں اضافہ نہ کرنے کا فیصلہ




وزیراعظم عمران خان کی زیر صدارت وفاقی کابینہ کے اجلاس میں آئندہ مالی سال 21-2020 کے بجٹ میں سرکاری ملازمین کی تنخواہوں اور پنشن میں اضافہ نہ کرنے کا فیصلہ کیا گیا ہے۔
ذرائع کے مطابق آئندہ مالی سال کے بجٹ میں تنخواہیں اور پنشن گزشتہ سال کی سطح پر برقرار رکھی جائیں گی۔ وفاقی کابینہ کے اجلاس میں کوئی نیا ٹیکس نہ لگانے کا بھی فیصلہ کیاگیا ہے
خیال رہے کہ گزشتہ سال سرکاری ملازمین کی تنخواہوں میں  گریڈ وائز اضافہ کیا گیا تھا۔ گریڈ ایک سے 16 کی تنخواہوں میں 10 فیصد اضافہ کیا گیا تھا۔
اسی طرح گریڈ 17 سے 20 کی تنخواہوں میں اضافہ 5 فیصد ہوا تھا جبکہ گریڈ 20 سے 22 کے افسران کی تنخواہوں میں اضافہ نہیں کیا گیا تھا۔
گزشتہ بجٹ میں کم سے کم تنخواہ 17 ہزار 500 روپے مقرر کر کی گئی تھی۔
آئندہ مالی سال کیلیے 7600 ارب روپے کا وفاقی بجٹ آج قومی اسمبلی میں پیش کیا جائے گا۔ ذرائع ہم نیوز کے مطابق  بجٹ میں ٹیکس آمدن کا ہدف 4950 ارب روپے رکھا جا سکتا ہے جب کہ بجٹ میں سود اور قرضوں کی ادائیگی پر 3235 ارب روپے خرچ ہونے کا تخمینہ لگایا گیا ہے اور بجٹ خسارہ 3427 ارب روپے سے زائد رہنے کا امکان ہے۔
آئندہ مالی سال کے لیے پیش کیے جانے والے بجٹ میں پنشن کے لیے 475 ارب روپے خرچ ہونے کا امکان ظاہر کیا گیا ہے جب کہ وفاقی وزارتوں اور محکموں کے لیے 495 ارب روپے کا بجٹ پیش کیا جانا متوقع ہے۔
ذرائع کے مطابق وفاقی حکومت سبسڈی پر 260 ارب روپے خرچ کرسکتی ہے جب کہ گرانٹس کی مد میں 820 ارب روپے بھی جاری کرسکتی ہ۔
 معلومات کے مطابق وفاق کے ترقیاتی بجٹ کا حجم 650 ارب روپے رکھا جائے گا۔
انٹرنیشنل مانیٹری فنڈ (آئی ایم ایف) نے پاکستان پر زور دیا ہے کہ آئندہ مالی سال کے بجٹ میں تمام شعبوں پر سیلز ٹیکس کی چھوٹ ختم کی جائے۔

COVID-19: Punjab govt mulls separate strategy for Lahore


Punjab to form expert working group to set up separate Lahore model, with recommendations to be approved by NCOC
Separate strategy was to be devised for Lahore's concerning coronavirus situation, Punjab Chief Minister Usman Buzdar said Thursday, directing authorities to do so at the earliest amid a rising number of infections in the city.
While chairing a meeting at his office to review the measures to curb the spread of the deadly coronavirus in Punjab, Buzdar stressed that no delay would be tolerated in this regard.
The meeting comprising Corps Commander Lahore Lt Gen Majid Ehsan, General Officer Commanding 10 Division Maj Gen Muhammad Aneeq-ur-Rehman Malik, Director-General Rangers Punjab Maj Gen Muhammad Aamir Majeed, Health Minister Dr Yasmin Rashid, Punjab Chief Secretary Jawad Rafique Malik, Inspector-General of Police for Punjab Shoaib Dastgir, ACS (Home), Commissioner Lahore, and high ranking civil and military officers expressed concern over the persistent surge in the number of coronavirus patients in Punjab, especially Lahore.
As of now, 22,749 individuals have been infected with COVID 
19 in Lahore including 1,168 in the last 24 hours, while 300 lives have been lost in the city till date.
The participants agreed to devise a separate strategy for overcoming the pandemic in Lahore. They also decided to formulate an expert working group to set up a separate model for the provincial capital, with its recommendations to be presented to the National Command Operation Center (NCOC) for final approval.
It was decided that more steps were to be taken to stop communities from contracting the respiratory illness and all-out resources be utilised for the purpose, an official spokesperson said.
The participants agreed to further expedite concerted efforts through effective coordination between civil and military organisations. In addition, the meeting also took stock of various matters, including patients' case management and increased number of beds in hospitals.
Strict compliance of wearing face masks in public was to be ensured, the participants agreed, noting that any violation of the standard operating procedures (SOPs) in the markets and commercial areas would not be tolerated.
Educational institutions would not be opened in the prevailing circumstances, it was decided.
The CM said people would have to demonstrate responsibility in the given situation, saying the government was dealing with the coronavirus challenge in a befitting manner. More steps would be taken in the light of experts’ recommendations, he added.
The meeting lauded the efforts of medical staff and the chief minister thanked the military leadership for extending full cooperation to deal with the coronavirus epidemic.
Lt Gen Majid Ehsan assured the government of every possible assistance to overcome and control the spread of coronavirus, saying it was a national challenge.

Shahid Afridi tests positive for Covid-19



Former Pakistan all-rounder Shahid Afridi has tested positive for novel coronavirus (Covid-19).
The flamboyant cricketer shared the news on his official social media accounts.
I’ve been feeling unwell since Thursday; my body had been aching badly. I’ve been tested and unfortunately I’m covid positive. Need prayers for a speedy recovery, InshaAllah God willing, Afridi said in a tweet on his official Twitter account.
Afridi represented Pakistan between 1998 and 2018, featuring in 27 Tests, 398 One day Internationals (ODIs) and 99 Twenty20 Internationals (T20Is).
The 40 year old’s appeal for donations to help people affected by the deadly virus in Pakistan has had overwhelming support from leading cricketers.
We had to start the campaign in an emergency and things had to be sorted out. We had to do it really fast because in a country where there is unemployment, poverty, it is important to take quick action. It was a challenging task for all of us in the Foundation to go among the people and distribute ration. Afridi said in an interview.
We had to keep safety in mind. But people needed that help. This country has given me everything, so it is my duty that I help the people in the times of crisis. The campaign is going on really well and my friends are also backing me to the hilt, he added.
Afridi is the fifth cricketer known to have contracted the aforementioned disease.
South African first-class cricketer Solo Nqweni and Pakistan’s former opener Taufeeq Umar also tested positive for the same virus.  
In April, former Pakistan first class cricketer Zafar Sarfaraz passed away in Peshawar, aged 50, while in March Scotland’s Majid Haq had also revealed that he had tested positive.

Quarantine centres being closed across Punjab



The government has started closing quarantine centres across Punjab including six in Lahore following a change in the policy under which the suspected Covid 19 patients were earlier required to quarantine at these centres.
Under the new policy those arriving at Lahore and other airports from abroad are just being screened through thermal scanners rather than tested on the spot Dawn has learnt.
It is really dangerous, as the government is totally ignoring the consequences of the action it is taking to handle the Covid 19 pandemic, an official source deplored adding the government must stop implementing the new policy that if enforced could be disastrous.
Under the new policy, the suspected and even confirmed Covid 19 patients are being allowed to isolate themseleves at their homes. However, if the number of such patients increases, the government may revive these quarantine centres.
Expert warns of ‘disastrous consequences’ of policy shift
The quarantine centres that have been closed in Lahore alone include the ones at Kala Shah Kaku, Punjab University, Lahore University, Thokar Niaz Baig, Raiwind Tableeghi Markaz and Qaddafi Stadium (Nishtar Park). However, the Johar Town Expo Centre having status of field hospital will continue treating the confirmed Covid 19 patients.
“Yes, we have closed the quarantine centres. And it has been done after reviewing the quarantine policy,” Lahore Deputy Commissioner Mr Danish Afzaal told Dawn.
“At present, we didn’t have any suspected Covid-19 patients in these [now closed] quarantine centres,” he added, saying the centres were no more required since the home isolation policy was now being followed.
Mr Afzaal, however, clarified that the closed centres could be revived if needed. He further clarified that the Expo Centre facility was a field hospital and not a quarantine centre. “It is open and functional, having Covid-19 patients,” he maintained.
These quarantine centres had been set up to house the suspected virus patients in the city and the people returning from abroad. But now, as per new policy, all such persons, and even those testing positive are being allowed to go to their homes after general screening with instructions to isolate themselves at their homes.
“Initially, the core objective of the quarantine centres was to isolate all suspected Covid-19 patients at different places so that they couldn’t infect others. So we quarantined around 1,800 people at various centres,” the DC explained.
Under the first policy, the suspected patients were not allowed to go home till negative lab results, while those returning from abroad were also being quarantined for 48 hours. Those testing positive were required to be hospitalised.
Mr Afzaal said, later, a new policy was introduced under which the 48 hour stay was squeezed to 24 hours and those returning from abroad were allowed to go homes once they tested negative. Later, he said, the policy was further modified. “Under this [changed policy], the passengers after immediate testing were allowed to go homes with instructions to isolate themselves till the test result. And if they tested positive, they were told to continue with self-isolation at home. In such cases, the government would also intimate the respective district administration about the data of these persons,” he said.
Under the latest policy, the DC said, all those returning from abroad were allowed to go home even without sampling. “Now no sampling of the passengers is being carried out at airports. However, they are being screened and requested to keep monitoring themselves and seek medication in case of any symptoms,” he said. Others should also follow the same course, he added.
When asked about the justification for the policy shift amid exponential increase in virus cases and related deaths, Mr Afzaal said; “I think at this stage it doesn’t matter if someone returns home from abroad without being tested, as our local population is already facing a fast spread of the virus.”
The DC said at present in Lahore alone, we have some 20,000 confirmed Covid 19 patients, so what difference anyone returning from abroad with virus could make when a large chunk of local population was already infected. “So we have to follow and implement the government policy in this regard,” he concluded.

SBP Proposes Abolishing Withholding Tax on Cash Withdrawal From Banks



The State Bank of Pakistan (SBP) has sent budget proposals for 2020-2021 that are under consideration of the Federal Board of Revenue (FBR).
According to media reports the central bank has proposed to abolish the withholding tax (WHT) on cash withdrawal from banks in the upcoming budget that will curb the increasing cash based transactions in the country.
The central bank also asked for doing away with Super Tax on the banking sector.
It has proposed a few amendments in the tax laws for rationalizing various tax provisions concerning the financial sector;
  1. Withholding tax on cash withdrawals etc.
  2. Corporate tax rate
  3. Super tax
  4. Profit on debt
According to the proposals individuals and businesses reduce the use of banking channels for meeting their day to day financial needs and prefer to keep cash in hand. The primary object of the withholding taxes on cash withdrawal from financial institutional was to discourage the cash economy and encourage documentation for the economy.
However, it had the opposite result as it is actually encouraging cash-based transactions in the country and resulting in an increase in currency in circulation. Due to this operational tax the small depositors avoid keeping their money in the financial institutions which leads to financial disinter-mediation in the country.
They somehow reduce the Currency in Circulation to Deposit Ratio that had increased from 293 percent in June-15 started declining and grew up by just 41.1 % on Jan 2020.
It is suggested that the WHT on cash withdrawals should be removed as it will help improve the deposit mobilization and growth of financial inclusion.
SBP has also proposed to align the corporate tax rate applicable to banks with that of other companies by reducing it from 35% to 29%. In a similar context, the super tax of 4 percent, in addition to the corporate tax rate, should also be withdrawn in the coming budget.
It has also suggested certain amendments in the Income Tax Ordinance 2001 enabling the State Bank of Pakistan (SBP) and its subsidiaries to capture the entire scope of tax exemptions.
It also recommended the provision of rebates/concessions to Micro Finance Banks (MFBs), Small and Medium Enterprises (SMEs), and Sharia-compliant businesses to promote financial inclusion and to encourage the growth of Sharia compliant businesses.
SBP has proposed a tax exemption for the Corporate Restructuring Company CRCfor five years from starting its operations.
The primary objective of the CRC is to transform the financially distressed companies into economically and operationally viable companies and also resolve the issue of non-performing loans (NPLs) of financial institutions. It will help enhance business growth and support creation of employment opportunities.

بجٹ سے قبل ہی پی آئی اے ملازمین کے لیے بری خبر، پی آئی اے حکام نےملازمین کی تنخواہوں میں کمی کا فیصلہ کیا،سی ای او پی آئی اے ائیرمارشل ارشد ملک نے پی آئی اے ملازمین کے نام خط لکھا، افسران کی تنخواہوں میں سے 10 سے 25فیصد تک کٹوٹی کے احکامات جاری کئے۔
تفصیلات کے مطابق سی ای او پی آئی اے ایرمارشل ارشد ملک کی جانب سے پی آئی اے ملازمین کے نام لکھے گئے خط کے مطابق کورونا کے باعث مارچ 2020 سے پی۔آئی۔اے کا فضائی آپریشن صرف 10فیصد رہ گیا، جس پر موجودہ حالات میں پی آئی اے کا زیادہ تنخواہ یافتہ طبقے کی تنخواہوں میں عارضی کمی کا فیصلہ کیا ہے، کورونا وائرس کے باعث عالمی سطح پر ا یئرلائن انڈسٹری کو 314 ارب ڈالر کا نقصان ہوچکا، جس پر دنیا بھر میں ایرلائن نے ملازمین کو ملازمتوں سے فارغ کیاہے، کئی ایرلائن نے ملازمین کو چھٹیوں پر بھی بھیج دیا۔
پی۔ آئی۔اے بھی ایک دہائی سے زائد عرصے سے مالی خسارے میں ہے، موجودہ حالات میں پی۔ آئی۔اے کا زیادہ تنخواہ یافتہ طبقے کی تنخواہوں میں عارضی کمی کا فیصلہ کیا ہے، گروپ ایک سے چار تک کے ملازمین کی تنخواہوں کمی نہ کرنے کا فیصلہ کیا ہے، ایک لاکھ سے 2 لاکھ روپے تنخواہ پر 10 فیصد کمی کا فیصلہ کیاہے، 2 لاکھ سے 5 لاکھ تک 15 فیصد کمی کا فیصلہ، 5 لاکھ سے زائد تنخواہ والے ملازمین کی تنخواہ میں 25 فیصد کمی کردی گئی، تنخواہوں میں کمی سب سے پہلے سی ای او اور پی آئی اے کے محکمانہ سربراہوں نے اپنے اوپر لی۔ تنخواہوں کمی کورونا کے باعث عارضی طور کیا ہے، فضائی آپریشن بحال ہوتے ہی تنخواہیں عام سطح پر بحال کردی جائیں گی۔

گوجرانوالہ:دوستی سے انکار کرنے کی رنجش پر ہمسائے نے لڑکی کو موت کے گھاٹ اتار دیا


تفصیلات کے مطابق پنجاب کے شہر گوجرانوالہ کے علاقے کھیالی میں ایک افسوس ناک واقعہ پیش آیا جس میں ہمسائے نے دوستی سے انکار کرنے پر فائرنگ کرکے 16 سالہ لڑکی کو موت کے گھاٹ اتار دیا۔
خبر رساں ادارے کی رپورٹ کے مطابق انس نامی نوجوان اپنی ہمسائی سولہ سالہ عروشہ سے دوستی کرنا چاہتا تھا لیکن عروشہ کے انکار کی رنجش پر نوجوان نے مشتعل ہو کر 16سالہ عروشہ کو موت کے گھاٹ دیا اور موقع سے فرار ہوگیا۔
کھیالی کی مقامی پولیس نے اطلاع ملنے پر موقع پر پہنچ کر قتل ہونے والی لڑکی کی لاش کو اپنے قبضے میں لے کر ضابطے کی کارروائی کرتے ہوئے لاش کو لواحقین کے حوالے کردیا، پولیس نے واقعے کا مقدمہ درج کرکے ملزم کی تلاش کے لیے چھاپے مارنے بھی شروع کر دیے ہیں۔
دوسری جانب پولیس کا اپنی ابتدائی تفتیش میں کہنا تھا کہ دوران تفتیش میں یہ انکشاف ہوا ہے کہ قتل ہونے والی لڑکی عروشہ میٹرک کی طالبہ تھی اور ملزم انس اس سے تعلقات استوار کرنے کا خواہاں تھا لیکن عروشہ کے انکار کرنے پر ملزم انس کافی عرصے سے لڑکی کو سنگین نتائج کی دھمکیاں دے رہا تھا، لیکن گزشتہ روز ملزم انس نے مسلح ہو کر لڑکی کو فائرنگ کر کے قتل کردیا۔

Govt likely to allow petrol stations to set their own prices


As consumers across the country face difficulties due to petrol shortage, the government is currently contemplating completely deregulating pricing and marketing of petrol. 
According to a report published in Dawn,  the government is considering doing away with uniform pricing of petrol and deregulating it in line with other petroleum products like HOBC which are already deregulated. 
Recently OMC have come under severe criticism for their alleged collusive behavior that has seen the price of hi-octane blending component (HOBC) to increase to Rs 148-160 per litre. 
While the government slashed petrol prices to Rs. 74 per litre in line with the decrease in international oil prices, no such reduction was seen in the price of HOBC. 
According to the report, the government has also decided to deregulate the Inland Freight Equalisation Margin (IFEM) that currently ensures uniform prices throughout the country. As a result, consumers that are close to ports and refineries will be able to buy petroleum products at a cheaper price that may differ anywhere from Rs.1 to Rs.5 depending on the transportation cost.
Earlier, on June 4, the Competition Commission of Pakistan (CCP) had taken notice of public concerns and complaints about the shortage of petroleum products in the country and had initiated an inquiry to see whether such a shortage is the result of any anti-competitive activity.
The CCP’s inquiry will determine the possibility of the existence of any anti-competitive practices causing the shortage of fuel in the country and the undertakings involved in it.
The inquiry will further examine why the impact of the reduction in the prices of oil have not resulted in the corresponding reduction in the prices of the lubricants and other oil based products, including the prices of hi-octane, which are primarily deregulated products.
Similarly, the Oil and Gas Regulatory Authority (OGRA) had also expressed its reservations last week regarding high prices of HOBC and had asked OMC’s to set prices at reasonable levels keeping in view the interests of the consumers.

FBR starts payment of income tax refunds



ISLAMABAD: Federal Board of Revenue (FBR) on Friday started payment of income tax refunds directly to the bank accounts of those taxpayers who have provided their IBAN.
FBR sources said that the FBR had received Rs10 billion from the finance division for the payment of income tax refunds. The FBR issued cumulative up to Rs 5 million to a taxpayer.
The FBR explained term cumulative as the total amount of refund in respect of a taxpayer for the tax year 2014 to 2019 duly processed and sanctioned under the law.
The release of income tax refunds is under Prime Minister’s relief package in order to reduce impact of the coronavirus on businesses.
Under the prime minister package an amount of Rs 100 billion has been allocated for the payment of claims under sales tax income tax and duty drawback.
FBR sources said that so far around Rs 58 billion, including income tax refunds, had been disbursed to the claimants.
The business community was not happy with the decision to put restriction on disbursement of income tax refunds.
It is most unfortunate and disappointing to know that FBR has put ceiling of Rs. 5 million (cumulative of 5 years).
This has closed the access to even those business entities which have cumulated tax refunds of even one rupee more than Rs. 5 million in 5 years from 2014-15 to 2018-19 income tax refunds.
Nisar said that the said ceiling instructions issued by FBR is discriminatory and strongly asked Finance Ministry to instruct for releasing of at least Rs. 5 million income tax refunds to all businessmen regardless of level of their income tax refunds accumulation in the last 5 years.
He said that the apex body is of the view that Ministry of Finance should also consider to release half of the accumulated income tax refunds to help in economic revival exercise under taken by the government.
